The meter comes out before the quote does

Most no-cool calls get diagnosed at the outdoor condenser with a clamp meter before a single part is ordered or a number is quoted. Reading amperage draw and comparing it against what the compressor and fan motor are rated for tells a technician whether the problem is electrical, mechanical, or a refrigerant issue, before anyone starts guessing at parts.

That order matters in Georgia summer heat, where a wrong first guess means a second trip and another day without cooling. Diagnosing at the unit first is slower on paper and faster in practice, because the repair that gets ordered is the one the system actually needs.
